Kepolisian Daerah Jawa Tengah menyatakan pada Selasa (19/05) telah menetapkan MH dan S dari agen MTB sebagai tersangka. Keduanya berasal Tegal.

Serikat Buruh Migran Indonesia mengatakan “perbudakan” ABK Indonesia disebabkan oleh carut-marutnya tata kelola aturan perekrutan, pelatihan dan penempatan pelaut perikanan Indonesia, sehingga menjamurnya agen-agen pengiriman “gadungan”.

Narasumber kami adalah warga Lumajang, Jawa Timur. Seusai tamat SMA, ia mendapatkan informasi bekerja sebagai ABK kapal ikan di luar negeri.

Gratis, tidak ada biaya apapun yang perlu dikeluarkan bahkan mendapat bayaran dengan dollar Amerika. Ia pun tertarik, dan mendapatkan kontak pihak MTB.

Tamatan SMK ini tiba di Tegal pada 15 Agustus tahun lalu. Ia tinggal di penampungan para pencari kerja dari seluruh Indonesia yang disediakan MTB. Di angkatannya terdapat 20 orang.

Melewati beberapa hari dengan berdiam diri, akhirnya ia dan temannya pergi ke Cirebon untuk mengikuti pelatihan dasar keselamatan dan mendapatkan buku pelaut.

Kemudian mereka kembali ke penampungan tersebut, menunggu lebih dari satu bulan. Aktivitas mereka hanya makan dan tidur, tidak ada pelatihan dasar perikanan.

“Lalu buat paspor dua hari, tes kesehatan dan langsung berangkat ke Singapura. Dari PT aku ada 20 orang, banyak juga dari PT yang lain. Ada ratusan anak yang berangkat ke Singapura,” katanya kepada wartawan BBC News Indonesia Raja Eben Lumbanrau, Selasa (19/05).

Ia dan empat WNI lainnya menuju laut di kawasan Timur Tengah untuk menangkap ikan pada September 2019.

“Kami kepala dipukul, ditendang, disiksa. Tidur paling mentok Cuma 3-4 jam.

“Teman kami ada yang sakit, dan tidak dirawat tapi masih disuruh kerja akhirnya meninggal. Lalu disimpan di freezer (tempat pendingin ikan) selama satu bulan. Setelah itu dibuang ke tengah laut.

“Katanya pertama dibilang pakai bahasa isyarat mau dibawa ke Singapura tapi ternyata dibuang. Kami lihat pakai mata kepala sendiri. Kami menangis, sujud-sujud jangan dibuang. Tapi kaptennya marah-marah dan tetap membuang teman kami,” demikian pengakuan ABK ini.

‘Melompat dari kapal’

Sejak kejadian itu, ia dan ketiga temannya mencoba tetap sehat dan bertahan. Mereka tidak melawan saat “perbudakan” dilakukan.

Sampailah pada hari di mana kapal tiba di sekitar Selat Malaka. Menyadari wilayahnya dekat dengan Indonesia, mereka mulai melawan anggota kapal yang mayoritas dari China, sekitar 15 orang.

“Melawan kita, terjadi pertumpahan darah. Mereka mengeroyok dan kita kalah, bonyok-bonyok, sempat ada pukulan senjata tajam juga. Di situ kami berpikir untuk lompat,” katanya.

Akhirnya sekitar pukul dua pagi saat semua anggota kapal tertidur, mereka menggunakan gabus tempat menyimpan ikan dan terjun ke laut.

“Jam satu siang ditolong kapal muat batu bara milik Filipina. Lalu dibawa ke pihak Maritim Malaysia. Lalu ditanya-tanya dan dibawa ke Kedutaan Indonesia di Johor, Malaysia tanggal 8 April,” katanya.

Mereka kemudian diurus dan dibiayai pemulangan oleh KBRI Malaysia ke kampung halaman masing-masing.

ABK ini pun tiba di kampung halamannya pada 12 April lalu. Pengalaman “perbudakan”yang dialami membekas di benaknya. Mulai dari penyiksaan, pelarungan temannya hingga melompat dari kapal dan bertahan 12 jam terombang-ambing di lautan.

‘Sengketa antar kementerian’ berdampak pada ABK

“Rencana peraturan pemerintah tentang perlindungan ABK perikanan dan niaga masih di proses harmonisasi kementerian. Penghambatnya adalah Kementerian Perhubungan yang tidak mau melepas kewenangan ini ke Kementerian Ketenagakerjaan,” kata Sekretaris Jenderal SBMI
